Senior Program Analyst – IT Support Services

Contract Overview

This position supports the Naval Surface Warfare Center Dahlgren Division (NSWCDD) under the IT Support Services contract. NSWCDD is responsible for delivering warfare systems to protect our nation and defeat our adversaries. The contract provides support for IT infrastructure, cybersecurity, systems engineering, and operations across classified and unclassified environments.

Responsibilities

  • Ensure successful planning, execution, and evaluation of complex technical programs.
  • Provide high-level analytical support to assess program performance, identify risks, and recommend strategic improvements.
  • Collaborate closely with senior management, stakeholders, and technical teams to define project scope, objectives, and deliverables, ensuring alignment with contractual requirements and organizational goals.
  • Conduct data-driven analysis using statistical methods and modeling techniques to evaluate program efficiency and effectiveness.
  • Prepare and review performance metrics—monthly, quarterly, and annually—and develop new indicators to help departments improve service delivery.
  • Lead business reviews, analyze financial models, and assess program profitability to highlight trends and opportunities for optimization.
  • Monitor implementation schedules, track deliverables, and ensure quality control across all phases of the program.
  • Guide junior analysts, provide technical support to business units, and serve as subject matter experts in areas such as logistics, compliance, and systems architecture.

Qualifications

  • Six (6) years of professional experience in relation to IT and network acquisition, analysis, planning, integrated logistics support, enterprise architecture, and program cost analysis.
  • Required Clearance Level: Secret (T3)
  • Required Certification: IAM Level II or III
